In 2017/18, local authorities in England dealt with almost a million (998,000) fly-tipping incidents. That is a decrease of 1% from the 1,011,000 that were reported in 2016/17. Before that, it had been increasing every year since 2013/14.
Two-thirds of fly-tipping incidents involve household waste.
The most common place that fly-tipping happens is on highways, accounting for almost half (47%) of all the incidents in 2017/18. The number has decreased by 7% from 2016/17 but is still the most common.
The most common size category of fly-tipping incidents in 2017/18 was a ‘small van load’ (33% of total incidents). This was followed by a ‘car boot or less’ (28%).
In 2017/18, 4% of total incidents (34,000) were the size of a ‘tipper lorry load’ or bigger. For large scale fly-tipping incidents like these, the total cost of clearance to English local authorities in 2017/18 was £12.2 million. That compares to £9.9 million in 2016/17.
Local authorities carried out nearly half a million (494,000) enforcement actions in 2017/18, up massively from just 18,000 actions in 2016/17.
The number of fixed penalty notices being issued has increased by 20%. The total was 69,000 in 2016/17 – an increase of 91% on the 2015/16 figures. After investigations, it is the second most common enforcement action.
In 2017/18, nearly half (44%) of local authorities in England provided a voluntary breakdown of fixed penalty notices. For these authorities, 11% of the fixed penalty notices were issued for small scale fly-tipping, 52% for littering and 37% for other offences.
