Illegal Dumping Leads To Hefty Fines
3000 tonnes of ‘trommel fines’ were disposed of illegally on farmland. ‘Trommel fines’ is a widely known phrase that the waste industry use to describe material including stones, aggregates, glass and soil that arise from the treatment of waste. It can also contain other contaminants such as plasterboard.
The material originated from a licenced waste transfer station. The Environment Agency was alerted to the dumping when a member of the public saw a high number of lorries passing by, carrying what looked like waste. A number of parties were implicated; the landowner, the waste carrier and also the business that originally produced the waste. Hefty fines were given to all parties – totalling £20,000.
What should have been done differently?
- The landowner should never have allowed illegal material to be dumped on his land without having a valid permit.
- The waste carrier should have taken due diligence and ensured that the waste had been properly described and taken to an authorised facility.
- The waste transfer station should have ensured waste was managed in a compliant way.
